This statement is based on the Committee on Publication Ethics (COPE)’s Best Practice Guidelines for Journal Editors and outlines the ethical responsibilities of all parties involved in the publishing process—authors, editors, reviewers, and the publisher.

 

Ethical Guidelines for Journal Publication

Publishing an article in El-Qist: Journal of Islamic Economics and Business (JIEB), a peer-reviewed journal, represents a vital contribution to the development of scientific knowledge, particularly in the field of Islamic economics and business. It reflects the quality of the authors' research and the institutions that support them.

This statement serves as a guideline for ethical behavior for all participants involved in the publication process: authors, editors, peer reviewers, publishers, and the broader academic community. The Department of Islamic Economics, Faculty of Islamic Economics and Business, Sunan Ampel State Islamic University Surabaya, as the journal’s co-publisher, along with the Editorial Board, takes its role as the guardian of publishing integrity seriously and is committed to ensuring ethical compliance at all stages.

There are no fees for submission or peer-review processing in El-Qist. However, once a manuscript is accepted for publication, authors are required to pay a maximum publication fee of 100 USD to support the journal’s editorial, production, and maintenance costs. This fee will be communicated clearly upon acceptance, and no hidden charges will be applied. The journal remains committed to ensuring that financial considerations do not influence editorial decisions in any way. Furthermore, the journal ensures that advertising, reprints, or other commercial revenue do not influence editorial decisions. The publisher and editorial team are also committed to cooperating with other journals and publishers when necessary and appropriate.

 

Allegations of Research Misconduct

Research misconduct includes but is not limited to fabrication, falsification, citation manipulation, and plagiarism in any aspect of research or article preparation. When such misconduct is alleged or identified, El-Qist follows COPE’s procedures to ensure a fair and thorough resolution.

Editors will:

  • Conduct a preliminary assessment of the validity of the allegations.

  • Determine any conflicts of interest among complainants.

  • Notify the corresponding author and request a detailed explanation.

  • If needed, involve independent experts (e.g., statistical reviewers).

  • Decide on appropriate action: rejection, correction, or retraction of the article.

In cases where an article has already been published and serious misconduct is confirmed, the journal will issue a retraction or correction notice, maintaining transparency and the integrity of the scientific record. Institutions are also expected to conduct their own investigations and support corrective actions.

 

Publication Decisions

The editor is solely responsible for deciding which submitted articles should be published. Decisions are based on the manuscript’s academic merit, originality, clarity, relevance to the journal’s scope, and validity. Legal requirements regarding libel, copyright infringement, and plagiarism are also considered. Editors may consult with reviewers or other editorial board members in making final decisions.

New Policy (Effective June 2025). To ensure equitable publishing opportunities for a broader range of contributors, authors whose articles have been published in el-Qist within the last two years will be subject to a submission embargo. Any new submission from the same author will only be considered for review after four subsequent journal issues (equivalent to two years) following their most recent publication in this journal.

 

Complaints and Appeals

El-Qist provides a transparent process for handling complaints against the journal, its staff, editorial board, or publisher. Complaints related to editorial handling, citation manipulation, unfair reviewer treatment, or peer-review misconduct will be reviewed objectively according to COPE guidelines.

Fair Play

Manuscripts are evaluated based on academic content regardless of the authors’ race, gender, religion, nationality, or political beliefs. All submissions are treated equally and fairly.

 

Confidentiality

The editorial team will treat all submitted manuscripts as confidential documents. Information about the manuscript will only be disclosed to the corresponding author, reviewers, editorial advisors, and publisher as necessary.

 

Disclosure and Conflicts of Interest

Unpublished materials disclosed in submitted manuscripts must not be used in the editors’ or reviewers’ own research without explicit written consent from the authors. All parties must disclose any conflict of interest that might affect the objectivity of their judgment.

 

Peer Review Policy

El-Qist follows a double-blind peer review process, in which both author and reviewer identities are concealed to ensure impartial assessment. Authors are responsible for anonymizing their manuscripts, while their names and affiliations are provided only through the submission system and later during production if accepted.
